debian-startup.diff

* Emacs runs debian-startup and sets debian-emacs-flavor.
  Patch: debian-startup.diff

  * Emacs runs debian-startup during the startup process unless
    site-run-file is false.

  * The global variable debian-emacs-flavor is bound to 'emacs23.
